On January 12 2013, Deputy Consul General Song Ruan attended and addressed at the 3rd North America Chinese Startup and Talent Summit held in Santa Clara. More than 1000 talents, enterpreneurs, Venture Capitals in the Bay Area and representatives from Chinese hi-tech parks including Suzhou, Nanjing, Tianjin, Zhongguancun, Zhangjiang, and Yangpu attended this summit.

Deputy Consul General Song Ruan addressed at the summit, appreciated that this summit provided "opportunity and hope" for overseas talents to enter China market, he encouraged talents to return to China and the Chinese Consulate in San Francisco is willing to offer help.
