On May 25, 2008, Chinese State Councilor Dai Bingguo attended a reception held by African envoys in Beijing to mark "Africa Day". Chinese Vice Foreign Minister Zhang Yesui and other officials attended the reception.

In his remarks, Dai, on behalf of the Chinese government and people, first expressed sincere gratitude for the condolences and assistance that the African governments and people, as well as African envoys in China have offered for China's disaster relief. "Currently the relief work is proceeding in an orderly and effectively way," Dai said, adding the Chinese people would overcome difficulties and prevail over the severe disaster with the strong leadership of the Chinese government. Concerning the upcoming Beijing Olympic Games, Dai said the preparations for the Games are in full swing, adding the Chinese people are confident to hold unique and excellent Olympic Games.

Dai extended warm congregations on "Africa Day" to the African governments and people and made positive comments on the smooth development of China-Africa relations. With regard to China-Africa ties, Dai said since the Beijing Summit of China-Africa Cooperation Forum in November 2006, the two sides had strengthened political trust, and expanded cooperation in various areas. Africa is an all-weather, sincere and reliable friend of China, he said, adding China is ready to further enhance high-level exchanges with Africa and facilitate trade and cultural cooperation, so as to achieve mutual benefits and common development. Dai also appreciated Africa's firm support on issues concerning China's core interests, such as the Taiwan and Tibet questions.

Cameroonian Ambassador to China Eleih-Elle Etian, also dean of the African Diplomatic Corps in China, expressed deep sympathy for quake victims and vowed full support for the Chinese government and people. He said he had witnessed the fortitude and bravery of the Chinese nation during their struggle with the earthquake and snowstorm disasters as well as their preparation for the Olympics. African countries expected to further step up cooperation with China, Etian added.
